Available speed with which data can be transferred. For example, my modem typically connects at 49333Kbps. This gives me a maximum transfer rate of just over 6KB/sec. If I am downloading something at approximately 4KB/sec, then I have 2KB/sec of available bandwidth.
This also refers to the amount of data that can be transferred between pieces of hardware in your computer, not just the internet.
