"To get the C++BuilderX IDE to start up under Windows 98, you need to go to your C:\CBuilderX\Bin directory. There, you will find a file named CBuilderNative.dll. Rename that file to anything you like (so that C++BuilderX won't detect it), because it is not compatible with anything earlier than Windows 2000. Now, you should be able to start C++BuilderX.
Bear in mind, however, that C++BuilderX is not certified for Windows 98 -- it is untested and not supported under that operating system. This will get around your immediate problem, but Borland cannot guarantee that everything will be compatible after that."

C++ Builder does not start up at all!
