HTML was a solution created by Tim Berners-Lee and Robert Caillau at the CERN institute. During 1989 they were working on an idea of consolidating the data systems used on various computer hardware into a global hyperlinked system. HTML was the companion of the HTTP transfer protocol that was also (if I'm not mistaken) thought out and implemented at CERN.

The Web as we know it today (well, almost like that) was launched in 1991.
