Pulse Width Modulated signal can be measured with Radio Shack Digital Multimeter CAT NO. 22-812. Priced at $69. This unit also reads Frequence and width of pulse. It also outputs reading once per second to you PC for recording and printing out a hard copy.

Not bad for such a low price unit.
