RAD
RAD, Rapid Application Development
A development tool that hides specifics of underlying source in order to provide fast development time. This can result in slower code and larger products, but the speed with which the product can be made quite often makes up for this.

The idea that is deeply ingrated in RAD is that you use an easy, almost prototyping language to build the first version of the system. Then, after you write the first version - instead of just junking this whole mess in Basic or Delphi, you just perform further iterations to develop the final product.

Of course, the second viewpoint has got nothing to do with developement tools at all. Some people classify RAD as a design method somewhat similar to Extreme Programming. This would describe a rapid development of a custom piece of software per client's requirements.
