Some Mobile Device Vendors do base their emulators on Sun's WTK and others do not. But as developer you always at minimum have at least one WTK installed, Sun's WTK.

What is a WirelessToolKit?
A Wireless Tool Kit in this case for J2ME is the base Wireless Tool Kit for J2ME development. Its composed of a simple editor to type in code, an emulator, documentation, and other tools.Some Mobile Device Vendors do base their emulators on Sun's WTK and others do not. But as developer you always at minimum have at least one WTK installed, Sun's WTK.
