Mode 9 Effects

Mode 9 effects were effects created by the Super Nintendo hardware. The hardware supported scaling and rotation of sprites in Mode 9 (thus the name). Usually, when people refer to mode 9 effects, they are talking about the psuedo-3d effect that was created by rotating and scaling backgrounds.

The hardware would create an interrupt after every scanline. At this point, the program running could make the background bigger. This created the illusion of having a  ?texture tilted away from you. This was used in games such as Mario Kart Racing, F-Zero, etc.
