Not at all, GNU is a system just as UNIX is a system. You're thinking of the GNU General Public License (GPL) which all GNU programs are released under.

I should correct myself a little. Nearly all GNU programs are released under the GPL. A number of libraries (I am unsure how many) are released under the Lesser GPL (LGPL) which allows anyone to link non-GPL or non-free code with them. Though I believe the GNU project is moving away from that license.
